Engine swap DOHC to SOHC
Guys here is my situation. I had a 99 DOHC that broke the timing belt yep bent the valves. I bought a replacement 97 ? neon with a SOHC the car was originally a DOHC. Swapped the motors. Pulled the wiring harness and PCM. Plugged it all up but it will not fire. My daughter wrecked her 96 Neon SOHC. Pulled that PCM and under hood wiring harness. PCM swapped out still no start. The underhood wiring harness is smaller (where it connects to the other harness). Both the 96 and the 97 were running when stripped. I checked for voltage at the crank position sensor, no voltage, with either PCM. New Cam position sensor, coil pack, plugs, plug wires. Gauges work, lights work, engine turns over, no fuel being pumped, no fire at the plugs. I have checked all of the wires to make sure the have continuity no problems. Any ideas.
The PCM's should be for at least 97+ I believe. 95 had its own and I believe 96 did as well. You can use the dohc pcm on the sohc, gives you a 7100 Rpm Rev limiter and I like its drivability over my stock sohc computer, also cuz of the rev limiter.
Check your fuel pump #20 fuse in the underhood fuse block, that controls spark and fuel pump as well as a few other engine accessories.

Found that fuel pump fuse was blown. Replaced fuse and fuse popped again checked wiring had some frayed fixed those. Replaced fuse and engine shutdown fuse block. Blew the fuse again. Any thoughts?
I checked the o2 sensor wires no problems. Probed the brain wire bundels found that pin numbers 46 and 67 both have continuity to the fuel pump fuse. Should this be happening. Also the wire from the body that leads to the fuel pump is green and white where the engine harness connects to it the wire changes to blue and white. Is this normal? As an added note there is not a ground fault to the chassis.
