Neon won't start in the cold!
So, here's the story. I recently bought a Dodge Neon (My parents swear by them) and mechanically sound...or at least I thought so. It's a 1997 with only 132,000 km's (or 79,000 miles). So far, the car's been starting up until a week ago. We hit -40 degree weather and the car won't start. The battery's fine, has a charge...in fact, it's brand new. In fact, when you turn the ignition, you can hear the relay clicking but the starter not turning over. Persistance pays off though...eventually, the car does turn over if you continue to turn the ignition over after about 5 - 10 minutes. It doesn't do it when it's hot. Only when it's cold outside. Can anyone help me out here?

If you have already checked the battery terminals and made sure the connections were tight, I would do some testing to the starter.
