Do you need to raise the rev limiter?

I am not sure about tuners for your car, but you might be able to find one that will raise the rev limiter.. I know for my 98 ram 1500, superchips allows me to raise the rev limiter.

What condition is this neon in? Mileage? When was the last tune up? What modification have been done to this neon to make it a more effective "race car?"

The rev limiter is in place to prevent the operator from damaging the engine. If your engine is stock, you really should not be revving the engine past 6000k-6500k for a sohc and 7200 for a dohc. There is no power past those respective shift points, just noise and engine stress. Instead make sure the engine is in the condition to endure the stress of racing. Proper fluid levels and quality engine and transaxle fluid, tires inflated to the correct psi, no codes or check engine light, and then look to improve on suspension and brake system.
