95 neon can't get the a/c to work properly

Default 95 neon can't get the a/c to work properly

I've got a 95 neon that I recently replaced the a/c compressor and filter/drier on and when I went to charge it after 28oz of refrigerant it was still short cycling and never got cold inside. adversely the "new" compressor is locked up and was making death noises from the start. I don't really know much about these systems and perhaps where there could be a blockage. any tips or ideas would be greatly appreciated

Orifice tube, condenser, lines and/or evaporator are sources of blockage. What is the back story?

When I got the car the compressor was locked up so I ordered a new one and a new dryer, when I charged it when the compressor kicked on the pressure went down, however I do not have a good gauge set so I cannot see the high side pressure, but around the time I got it to full system charge the compressor locked up. But it always short cycled so I'm guessing either this compressor wasn't actuallly working or it was all getting stuck somewhere else between compressor and evaporator.
