Default strange electrical problem with headlights and blinkers

98 Neon RT -- I'm having the weirdest thing happen... So far I have replaced the both headlight lenses and housings, both bulbs, and both turn signal bulbs.
The problem started with the original stock hardware, all my ground points I can see look good and have been cleaned. All fuses have been checked both in the cab and next to the battery. Don't know how to test the blocks.

When headlights are off, turn signals work correctly.
When running lights are on, turn signals work correctly.
When low beams are on, both headlights are dim (orange) and drivers side turn signal works, passenger side does not
When high beams are on, driver side headlight and turn signal work, passenger side headlight and turn signal do not

When emergency flashers are on, both turn signals work, but they flash alternately instead of in sync.
I am missing one side quarter panel bulb on the passenger side.
Rear signals and brake lights are fine in all modes.

What the @*%&!!? Help?

Looked at the wiring on the multi-function switch, seeing nothing obviously wrong visually.
