I am going to go with the assumtion that you were not getting these codes before the motor work. It sounds like you broke or shorted the IAT sensor, or you screwed up the PCM. What happens when you get to 4000 RPM? Does the engine run smooth otherwise?

At 4000 rpms it acts like a rev limiter is set at 4000 while driving and parked. The car didnt run when i bought it so i have no idea how it ran when it was running. Otherwise normaly the engine has a little bit of a jerk to it when i let off the gas and runs a little rough. I dont know if thats from these problems or its something entirely else

All of those sensors (IAT, MAP, coolant temp, throttle position) run to a common ground, if I recall. I know the TPS and MAP share a 5v reference signal from the PCM, but I don't think the ECT or IAT have a 5v feed... I'd recommend pulling back the sheathing around the wires and start going inch-by-inch until you find out where the break is. Without those sensors functioning properly, the PCM is going to default to a "limp-home" mode, which is way rich. Don't recall it setting a new rev limiter, but running that rich might keep you from going above a certain point...

Best of luck!
