My findings
So we tested the alternator with a volt ohm meter, we got 14 when everything was on, and 13 when everything including the car was off. we use the batery to check this. Sooooo still i dont know which it is, the batery or the alternator? It still shutters when i turn on electrical things. (heat, rear defrosters, lights, windshield wipers ect.)

You should check your alternator for AC voltage as well. More than 100mV or .1 Volts is BAD!!! The above readings you gave are good as the battery would have what is know as a surface charge on it. Just turn your lights on for 20 Sec. or so and turn them off then check voltage.

thats intresting, I had a problem like that kinda once before, after my cousin installed an amp( the wrong way mother@#$##$) my entire car refused to work right after that things just shut off on me and took forever to come on untill I would have to disconnect my battery to reset the pcm. one day I was in traffic and whala it shut down no warning just shut down, the wheel got stiff and everything, lucky I had enough momentum to role into a vacant lot, when I got it fixed the mechanic said it was a fusable link hope that was helpfull
If you need to check your alt... start the car unhook the battery and check the voltage its putting out. This will tell you if the alt is charging properly or if its just putting a bit of voltage with the voltage from the battery. Sorta sounds like a fusable link tho.
I had the exact same problem on my '95 dohc. Replaced the altenator, fusible link, battery cables, and put on extra ground wires with no luck. Upon further research, I found that the voltage regulator is in the ECU and can/will cause these problems. I took the cheapest diagnostic way out and borrowed a ECU from my '98 dohc, and presto no more problem. Returned the borrowed ECU and replaced the bad one, and haven't had a problem since.
The reason I borrowed a ECU is because you can't return one after it has been installed and flashed. If you borrrow one from a friend, or one of your other cars, and it don't fiox the problem, you ain't out nothing but time.
