The pacesetter isn't a longtube header like the Blackdog or Kirk header so you don't eliminate the cat. It fits in the stock location and bolts up the cat. I'd recommend getting it from Modern Performance, because their customer service is much better and it's the same price!
Any tube headers will be an improvement over the stock manifold and long tube is always better than shorties. The Kirk Racing header is perhaps the best. You can always add a high flow catalytic converter after the header regardless which header you choose to use to keep you legal.
