Default 97 White Paint Problems

I know you guys know what I'm talking about. My town is packed with these little fuel efficient cancerous looking 4 door gremlins. What the heck causes it and what's the best way to put paint back on it? Should I strip it to bare metal or put a coat of primer over the old stuff or just rattle can it and sell it to a high school kid?

it was a work in progress to develope a eco freindly paint and primer system but the two do not work and play well together. you can get by well enough with sanding down to the primer, just sand the primer good and use a better primer, you don't need to go to the bare metal allthough that is the best way to go, if you really dont want to mess with all that, then can it and sell it

I sanded the roof of my car (Leper Blue/Lapis Disease...) down into the primer (not bare metal) and put on fresh primer. Haven't got around to new paint for it, or anywhere else on the car... Like mentioned, bar metal would be best, but then you need to make sure your primer is intended for bare metal and the metal is properly prepared before priming - even a little humidity and a short expore time will allow a thin layer of rust to form, which is bad... That's why I did it the way I did...
