Upgraded valve springs...either the magnum OEM springs or the cranes.

You don't mean the Neon Magnum (SOHC) springs, right? Won't provide enough lift for even stock cams on a DOHC...

How much weight in the car? A typical stock DOHC should run mid-high 15's. Bigger cams, and larger TB as your only performance mods might drop you to low 15's. The AEM HAI and "dual" exhaust are probably hurting more than helping.

Best of luck!

radar might be talking about the locaton of the filter, although its better then the stock intake, it still sits behind the engine and sucks in some hot air still, the CAI I recently bought is better then the stock one I had so im happy with that till I can make a custom one like spud did, now that's a CAI right there.
