Default valve cover paint question

the valve cover on my 95 Plymouth is beginning to show signs of some rust bubbles around 1 of the spark plug tubes. so i think i'm just gonna go ahead and complete re-paint it when i go to replace the gasket. how should i go about re-painting it? like what type of primer should i use (if any) and should i take it all the way down to the bare metal and start from scratch? and what type of paint and where can i get it at? can i get it at Autozone and such?

You should probally take it down to the metal, other than that it will be uneven and look like crap. You don't need to use a primer, you can just use a good metal paint. There are plenty out there that will adhere to bare metal, just read the can. You should be able to get the paint anywhere, Home depot, autozone, wal-mart, whatever.
