im selling a 96 dodge neon has new radiator new plugs wires remote starter new thermostat and water inlet also headgasket...there is a problem as you can see ive replaced most coolant parts so you probley relize the car DOES overheat..i dont know what the cause is the fans turn on it might be something stupid like a radiator cap or maybe a water pump im not sure dont have the time anymore to play with it so i bought a diffrent car selling car cheap 500.00 the interior is grey and is in mint condition no rips or tears paint is greent with a black front end..

 

Your fan problem is probably the relay.
