Well.. one.. it takes practice... Dont drop the clutch from 5000 rpms off the line, else you spin right through first...
if they put water on the track for a burnout, dont go through it.. bad traction
On the tree, start to go on the third yellow light...

I ran my friends supra and heres what I found to work. The supra is rear wheel drive but I think this would apply to our neons also.
Stage,
Bring rpms up say 3500-4000 you can play with different rpms to see what works. On third yellow let out the clutch, dont dump it but let it out smooth. If you start to spin or bog then slip the clutch slightly until you get traction or stop the bog. This may be a little hard on the clutch but it worked for me. I got my best 60 foot times doing this. Once traction is gained then redline that sucker and shift as normal.

Only problem with that is the fact the neon is front wheel drive.. You will spin tires most of the way, if not some of the way through 1st... Alot of it is just playing around, take advantage of the time trials before you actually race.. the thing with drag racing is consistancey if your looking to win. Unless you are doing head to head racing, then its about who gets across that line first.

My 97 is similar to his and just out of curiousity, what kind of times do you guys get?
In my Vette, I just have enormous hipo tires in back which aid in traction. If you are serious about racing, I'd invest in some sticky rubber. I really like Sumitomo's budget offerings. They are $46 a tire from tirerack.com. Figure $250 for a set installed.
