go to the parts store and get some "naval jelly" (like the navy, with ships). this will EAT the rust down to the bare metal. make sure you also get some primer as rust starts to form within 5 min. the kind i last got was washed off with water. if you really want to clean it off pick up some isoprop (less than a buck) and get the spot real clean before you paint. good luck.
p.s. make sure the jelly won't jack up what your cleaning by looking at the m.s.d.s. the store, by law should have a cpoy. might not be too good for some metal types.

i had a neon for a while that was white with a roof rack....i thought it was kinda neat looking.....if i had sumthing to put up there i woulda.....though i dont know how much weight that thing coulda held.......maybe shoulda mounted some KC lights to it....that woulda been awsome
