If you can fabricate a flange for your exhaust manifold you can use just about any turbo ,but I wouldn't advise going any biger than a t3 unless you build your engine for that purpose. Thats the easy part .Getting the fuel management (neon computers dont like boost ) ,wastegate & blowoff valve set up right is very imprtant. Also an intercooler is a good idea

For general information about setting up the physicals (flanges, adapters, intercoolers, blow off valves, piping) I suggest homemadeturbo.com at their projects section, the bottom 3-4 projects they list have been very helpful to my own learning about turbo systems, I would suggest you learn as much as you can about how a turbo system works, before trying to just slap something together. To answer your question, the easiest way to look for a turbo is to look at cars that come turbo'd stock, that are close to your displacement size, or slightly bigger. A good option is mid 80's Chrysler LeBaron's, some of them came stock as a 2.2L turbo, this turbo is quite small, and is what I'm using for my 1.6 DOHC project. The most important thing to look at when buying a used or older turbo, is shaft play, how much you can wiggle the center shaft of the turbo. The less/no wiggling means it is either in good working condition, or easily rebuildable with new seals.

if you get a manifold off ebay, then you can get any turbo you want....
i have one sitting in my garage that i was planning on getting a manifold for...the turbo came off an early 90's eclipse, the only thing i know about it is that there is no shaft play and its a td-05h.....but im just gonna get the srt4 turbo and use that....especially since you can get the srt turbo and manifold for less then just a manifold for the turbo i got
