What does the code 45 stand for???

there is no code 45.... theres 15, 25, 35 ,55, and 65 though...

15 is no speed sensor signal
25 is vacuum leak, ideal idle target not reached (+/- 200rpms), Idle air control motor circuit problem
35 is radiator fan control relay circuit problem
55 is end of errors (as in no more left to show)
65 is power steering switch failure

 

try to pull the codes again, besides the code is there anything else that is going on, have you noticed a drop in performance or something just doesn't seem right? what kind of car is it as well.

 

code 45 is 'Turbo Boost Limit Exceeded...

Neon dont have that though...cause their not turbo...unless you do it after-market...but i still wouldn'd think the PCM would recongize a code 45...may be wrong...

 

The 1st gen neons didn't come with a turbo, nor would a stock PCM recognize the turbo. So again there is no Code 45 for the neon.

You should re-read the codes.
