DAS... if he said the fans were wired to stay on all the time what would a CTS do? also if the overheating began directly after the head was reinstalled would it be possible to put it on upside down and block a water passage?? cant remember since havent done a neon HG in about 5 years.

Good point...I missed that part.

if you put the head gasket on upside down its not gonna seal the oil passage to the head and your gonna have oil flying evrywhere first thing,
is it staying full of coolant or full of air up by the cap? you could have a cracked or warped head blowing compression into the cooling system and causing air lock
if it sat for a good long time the water pump could be rusted apart, ive seen it happen

Check all of your lines too, make sure your not getting air in the system.

funny....as my 99DOHC engine had the same problems for me it was the sensors fault at first so the fans wouldnt come on
