Default Code 35

New to the forum but here goes. Have a 96 neon Soch. Replace the gaskets on the motor and for a while drove fine. On the way home one night the lights blink and then the car die. When i pull up the codes all i get is 12 and 35. The voltage light stays on even though i have had the altenator tested and replace the battery. The car will run but if i turn on any thing electrical the gauges go hay wire and it starts to die. I watch the engine run and the fan never kicks on. I tried replacing the pcm with one from a junker and also replaced the ETS and the relay in the fuse block still with the same results. If I hot wire the fan it will run but the it just dims the lights as if it was connected through the pcm control. Any Suggestions............

well code 35 is Rad Fan control relay circuit. And since its not turning on normally I would suggest starting here, replace the relay if you can. Something could be shorting out there

Check your grounds... Check the negative battery cable, make sure its nice and clean and secure... Neons like thier grounds secure.. if that is all good, follow the line from the battery to where it connects to the ground on the block.. make sure that is nice, clean and secure also! After that, check your positive connection! I had the wire from the battery to the fuse block go bad on me once and I couldnt start the car or anything!

all ready replace the relay and temp sensor

new groung and positive wires even disconnected the capacitor i installed to make sure it wasn't giving me any problems.
