a .20 over bore is the standard bore for a high milage engine rebuild.....there wont be alot of added power, but there will be a liitle....just probally not enough to make a huge difference....
now if you bored the block to .20 over, put in some good rods and pistons, then added a turbo....you will notice alot of difference..
here are some options....
stock dohc hahn stage 2 turbo
or
dohc bored .40 over, 10.5:1 comp., mild crane cams, je pistons, eagle rods, performance valve springs.......that NA engine is gonna waste the turbo
but cost the same amount of money.....
i wanted to go the all-out NA route......but i wanted the BOV

Well if you want power, as its been said go the SRT turbo route, with all the same hardware everyone else is using..... OR, do something unique, maybe like a supercharger or something. You can still make a mad amount of power with a good blower and tuning, but I dont know much about neon chargers, but in general, im sure you could pull a steady 240whp out of that car with a good blower, itll have some good torque, esp if you are using a 2.4 block. As you said you had a show car before, so I dont know if you want to be a lemming neon tuner (doing what everyone else does, or what "seems" most practical ie srt turbo setup), which theres nothing wrong with, youll probably spend less and go faster. To me its the uniqueness, not a whole lot of people have a carputer, so thats what I went with (thread is coming btw, just got my line driver today, the last piece of the setup)

If there are no supercharger kits available then if your going for turbo, do something unique. We all know how fast an srt4 is, no disrespect to those actually do the whole swap, but thats like swapping a b or h series motor into a civic, everyone does it, and its always guaranteed for power with a turbo.... I dunno, just sayin

A roots style charger? yes it is the same as you would put on a big block chevy or something. The air inlet is on a different spot and doesnt stick out of the hood. Is a t3 a turbo because its not a t65 used on a big block chevy? Its still crank driven and it still increases manifold pressure. So yes, blower/supercharger are pretty much the same thing and the terms are interchangable
