dont hit tit with a mallet....
look at the power steering belt......then if you notice the passenger side motor mount, there is a metal plate on the motor that the mount mounts too....the front bracket bolt works as a swivel bolt for the power steering pump.......the bolt is right along the frame rail....if there was tension on the belt, the bolt would be right below it about 3 inches from the pump

I've never had to mess with that bolt.

 

That was the bolt that was holding things up. Maybe your's is loose?

 

Was loose...maybe. I don't have that neon anymore.

 

that bolt is there on every neon
it is one of the bolts that holds the motor mount plate to the engine
