Default Help with a 95 neon

New Blood here so be nice,
I have a 1995 Dodge Neon with a 2L 4 cyl SOC engine
96K on it.
The problem that it is having;
After it warms up at idle it starts to stumble. Even worse when its in reverse.
When you idle down from normal speed 50mph it like chugs just before it stumbles.
It has new PCM, new plugs, I have removed and cleaned the injectors.OBD II has no reading.
any ideas?

tps. almost 100 percent positive. sometimes they dont throw a code when they start to fail.
