Yes, you can replace the starter from the top if you remove the cooling fan I have done it that way, it can also be removed from the bottom but I think you have to remove the motor mount. Disconnect the battery before starting. There are two bolts that mount the starter one from the starter side and a second bolt from the other side through the transaxle housing.

you should disconnect the battery period when workin on a car.

Yea, whenever i get a problem with a starter it usually works to just tap it hith a hammer or any other hard metal object lying around...

Its a simple ground problem. Neons are VERY particular about their grounds. You may have to actually replace your ground wire that goes from the battery to the block, that would be my first move. I had a very similar situation, and bought 2 starters to only find out it was sa bad ground wire all together. I replaced it and viola, it worked like a charm! Make sure your battery connections are clean and tight, and make sure all your grounds are clean and tight too!

Yeah not having those clean might not make a problem now but definatly in the long run. Make sure all the connections are clean.
