Default Emissions exempt PCM?

On one of the sites it says the Mopar PCM is...

"Note: Emissions exempt in California, Massachusetts and New York only."

Now I live in Mass so does that mean I am exempt from the emissions test because of this part? If so has anyone gone about proving their car is exempt to any 3 of these states?

EDIT:
More specifically, this site... http://www.bpemopar.com/NEON.htm

I know people who have the Mopar in their car that live in those states and haven't had any problems. At the least, just keep your stock PCM and swap it in about a day or so before testing.

Did a little reading, i think it only means that this PCM is legal by the emissions laws in those states and does not violate the anti-tampering laws those states have.

"Exempted parts are add-on or modified parts that have undergone an ARB engineering evaluation. If the part or modification is shown to not increase vehicle emissions, it is granted an exemption to emission control system anti-tampering laws. This exemption is called an Executive Order (EO) and allows the modification to be installed on specific emission controlled vehicles. Every Executive Order part or modification has an assigned number that can be verified by Smog Check stations, BAR Referee stations, or by the ARB."
