I guess I'm going to have to do something about this, huh? Maybe I could tell him I want the ranger for $200, and an unapplied sticker for my rusted out VW, no questions asked. Of course, that might pass a legit inspection, as its been repaired with steel . . . if the starter solenoid wasn't bad, the high beams worked, and the left e-brake cable wasn't broken! Darn German engineering!
I think I'm going to report him to the BBB, and start communications with PennDOT. I don't want to do anything that could get me in trouble, or get this knucklehead to start stalking me or anything like that. I looked up the business's phone number, and it was actually listed under another dealership's name, so I'm assuming this won't be the first time he's had trouble.

If you are worried about retaliation one call to the State Police with an accurate ID of the vehicle in question and you will not need any further involvement. The Police will keep your ID confidential.
Im with SEAL. I wouldnt even bother with trying to buy it though. That only involves you in the fraud. I would have a state trooper meet you there, show him the damage to the vehicle and present your proof that it wasnt like that before. They knowingly filled a frame with bondo to pass it off as safe... After it was brought to their attention. You have photographic proof. Get er done.
You need to ditch the feelings for his business and income, because quite obviously, he doesnt care about anyone but himself. I would rather have him find a new job, than have you or anyone else find a new family because of some p.o.s that he put on the road that broke in half. The fact that he said "Its going back to auction," tells me that he hid the problem, he knows that you know, and he wants it to wash his hands of the evidence.

FYI, i did some research, and found out that this knucklehead actually owned the dealership that was previously on this location. He also is running this dealership through another corporation. In other words, he seems to have many layers of protection set up for himself. I don't want to give too much info away, but the "middle" coorporation, the entity between the dealership and himself, may as well be called "Jokers, Inc."

Yup, my MIL got stuck with a vehicle like that from a shady dealer and it almost killed her. Good on you for reporting it.
