Question Electrical haywire/Wont start after batt going dead

Hey everyone. I have a '95 1500 with about 250k mi. I recently had an older battery on it that I would have to jump start every day I wanted to drive it. Well, the last time I went to jump it, the battery (I'm assuming) had seen it's last day and it would not start. What got my attention is that the electrical starting going haywire. IE the power lock motors would not stop going unless I held the switch down, the wipers would not sop even though they WERE in the off position, hazard lights, etc. I put a newer battery on yesterday and same thing...it turns over no problem but the electrical components are doing the same thing and it wont actually start. Some of the fuses need to be replaced and so that's something I'm going to do but I was hoping to get some insight or experience form you guys here. Any input is very much appreciated. BTW I am not a mechanic or electrician so I may not be familiar with some terminology. Thanks everyone for your help.

"Some of the fuses need replaced", as in they are blown? Missing? Start there.

Sorry, yes a few are blown and a few are missing as well. I've gone through the fuse diagrams with what I've gathered online and it seems like the fuses pertinent to what's ailing my vehicle are there and not blown but I could be highly mistaken about this. It will be later on before I can get all new fuses and have them all accounted for. This is my checklist so far, in no particular order.

security system
crank and cam positions sensors
PCM
shutdown relay
ignition switch

I'm also about to hook the newer battery back up along with a good battery charger and see if I get any codes. Alternator? I'm also going to make sure the posts are as clean as I can get them.

I'm learning pretty much everything online, I've never really worked on automobiles before this truck. I just replaced the entire cooling system with the help of google and youtube.
