Default Powertrain Control Module

My son installed a new battery backwards in his 90 Ram. We have fixed all the wires, fuses and switches that we could find damaged. We now have power back to everything except the starter relay. For some reason there is not enough power from the ignition switch to power the relay and send power to the starter. We notice there is one wire from the starter relay that runs to the powertrain control module (PCM). Can this connection to the PCM be causing our problem? Any suggestions?

Did you listen to the relay and make sure that it was still working? I would also check the voltages. The relay may be blown.
