I have a 1983 W-350 dodge with a 360 motor, i just was just wondering if this felt ring goes on the outside of the harmonic balancer of the crankshaftor on the inside of the timing cover?

Correct. I usually just pitch 'em anyway. They're a catch-all for dirt and grime, and do a better job of keeping debris in around the seal than away from it..
