Default Cruise control help.

My cruise control dosen't work, i can't find out what is the problem. Followed vacuum line to the manifold and it looks like it is leak free. But it was disconnected, reconnected and still doesn't work. The inside fender mounted unit looks good, no damage or missing parts. Haven't pulled the steering wheel hub cover off to check wires yet. What could be the problem?

Checked fuse? I know it sounds stupid, but always check the little stupid stuff first, it's always cheaper that way

Well rightafter i started looking at the system the fuse box fell out from under dash and i noticed a couple fuses missing, and they were replaced with purpple speaker wire. I looked in owners manual and looked up fuse numbers and those two that were wired were a 2amp and a 3amp. Two amp ratings i don't think they make anymore, or atleast i can't find one. But anyway i replaced with 5 amp, because that was all i had but neither were the cruise control ones. Is it ok to replace them with 5 amps or should i look for the 2 and 3amp. I have the two prong colored fuses.
