Default emission testing/how old

I was told by a guy from work that my 89' ram would be exempt from emission testing, is that true??

I want to run dual exhaust, cut out the catalytic etc if this is true.

I think it varies from state to state. Check with a local emissions test facility.

I was told in Texas the number is 24. So my 1984 D150 will cost $16.00 less to inspect than it did last year, hooray.

edit. Found confirmation on the DMV.ORG webpage. The point of interest is right above the Report a Gross Polluter Sub-Section.
