Question 47re Holds 1st Gear

I have a 95' 3500 dually with 290,000. The trans was replaced by the previous owner approx 4yr back and (supposedly) has around 35k on it. What I need help with is this; the trans is holding 1st gear and will not shift until i rev the motor to 2500rpms, then hard shifts. It also is shifting in and out of OD at highway speeds, and the truck has very little power (not sure if this could be associated with the trans issue or not). I know its hard to diag on the internet but I'm looking for some advice for anyone how has experienced the same issues or knows where I should start. (or an excellent mech in the Frederick/Hagerstown MD area) I dropped the truck off at a local AAMCO, they tested the TPS for the correct voltage, check the fluid, drove the truck and then stated they weren’t sure what was wrong but they suggested I give them $2400 and they would remove and rebuild the Trans, (no thanks). Anyhow, the trans does not slip at all, just shifts very weird.
