I'm going to be mean for a second, and say simply "PUNCTUATION"
(If you're wondering, there is no period if the end quote is at the end of the sentence.)

Now, To be helpful.
I'm going to try to figure out what you're asking here. You have a device, an active starter cut-off? The device has 2 wires, one you're assuming is ground, and the other you say has a plug?

I'm assuming by the lack of knowledge you're attempting to install this?

Google proved to be useless for finding images, or any real information for this device. There was a forum post in which the author by-passed his though. Perhaps this is something you can do?

If nothing else, hopefully my post was able to clarify what you're wanting so others might be able to help more efficiently.

Why not just yank it all out? Not like it's doing any good anyways.
