His description is vauge... did he put a truck body on a shortened dump truck chassis or was the truck from the factory like that?

looks like and older army truck that had a truck body put on it and it was shortened and coverted from a 6x6 to a 4x4

Possibly an old power line maintenance truck with a pickup body & bed put on it.

yeah, I'd say Homemade.

Front wheels aren't centered.

Rear drive shaft is extremely short. That things gotta eat u-joints.
