Hmmm. sounds kinda like a bad connection, somewhere. loose or corroaded.

Maybe a fuseable link?

Have you checked the battery terminals yet. They dont cost that much and you can get 2 in a pack.

Ok, the big terminal on the starter is from the battery and the small terminal is from the switch. If you have somebody turn the key to the crank side and you get 12 volts to the smaller terminal there's something wrong with the starter. A starter test with no load on the starter will not give you an accurate operational test of the starter. Do you hear anything when the key is in the cranlk position as in a whine. Chyrsler staters are gear reduction and have a habit of going thru their one way clutch. This allows the starter to spin within itself but will not spin the engine.

i dont think it is the terminals because i have power to the starter, the main power and the switch wire when the key is turned. earlier i tried to start it again it didnt do anything no noise from the starter. i tried a couple more and it clicked once and that was it. the starter relay clicks evertime you turn the key to crank. could that mean the starter is causing a short?

A dirty or loose terminal can pass 12 volts and still not allow enough amperage to turn the starter. A weak battery can do the same thing.

Did you try tapping on the starter with a small hammer while someone else holds the key in the start position?

you need to test resistance to ground and resistance of the positive cable.
