If I read this right it's Idleing at 4600 RPM. It aint the dam timing. You've got to much air and fuel going in at idle.
A few things to check
1- is your idle screw is turned in way to far?
2-your throttle plates aint closing to the idle screw
3-your secodarys are hanging open
4-you got a hell of a rich mixture and a hell of a vacume leak to go with it.
Did you or somebody take the throttle plates out? If thay aint put in right thay dont close right.
My moneys on the secondarys being hung up. Nine times outta ten that's it unless some meatheads been under the hood.
The timing aint going to get you to 4600 rpm with the carp set even close to idle. Timing will afect idle speed but not to 4600.

well had some time yesterday and got the timing to 10 degrees btdc. Truck started right up, but still has too much fuel/air going in. Took the carburetor off and found multiple fuel leaks around the base of the carb. I have given up on trying to get the ole' carter carburetor running right and just ended up purchasing a re-manufactured edlebrock performer from summit. I plugged all the vacuum lines, and adjusted the idle mixture screws both taking them in and also pulling them out, didn't do a thing. Suspecting that maybe my intake manifold may have a leak I covered the top of the carburetor and that quickly killed the carb. Hopefully the new carburetor will get it running, but I have learned "if it aint broke, dont mess with it..."
Also, what can I do with the old carburetor? I'm sure somebody would want it, any suggestions?
