from the looks of it, it is a custom vehicle on a dodge frame. from the looks of the tail lights it is part chevy. can't really see the grille to well so it is hard to what they used for the body.

 

Whatever it is, it is about the ugliest thing I have ever seen lol

It appears to be a custom 5th wheel tow vehicle. They were somewhat popular in the 80's prior to the popularity of the quad cab pick ups due to their 5th wheel towing capability while still hauling a family. Ugly yes but very handy.
