Default Vacuun advance problems

Hi all
I had my distributer cap off the other day
and I thought that I would test my Vacuum advance.
It took the hose off at the carb and put a medium
suction on it and to my surprise the plate did not move.
Does anyone know how nuch vacuum it takes to work?
Can I spray some release-all or WD 40 on it if it is stuck?
Thanks
Gerry

what do you mean by medium suction? in a good running engine you should have 18 inHg of vacuum.
