You could have a bad diode, something apparently not always showing when testing an alternator. I replaced the diode pack on a volkswagen, cheap fix, to cure an overcharging situation.
How hard is it to temporarily install an external regulator? Should be cheaper than an ECM...

i doubt it is a bad diode. i know lots of dodge trucks seem to charge in the low 15V or high 14V area. i know i have seen 15V at the large lug on the alternator before but i guess by the time it gets to the battery it drops to about 14.9V.
it costs about $40 to install an external voltage regulator but i doubt it will do much.
