Default 1982 150 help

My father has a 82 dodge 150. Staight 6 single barrel carb. The truck was given to him by a family friend. He has gotten it running but keeps having issues keeping it running. It has the two charcoal canister system on it. Which He had issues with and endend up by passing the one can. The problem now is it seems whenever he puts gas in it it spits and stutters and the finally quits. He said the spark plugs look fowled but the fuel smell isn't strong almost like its water. So he cleans the plug, change the fuel filter, and puts drigas in it and he can get it running again for a few days in till he puts gas in it again. He has used different gas stations and ran higher octane fuel. The tank is a plastic tank. I know people do not like the "old water in the tank" theory but do you think this is possible? Also, If it is water would it of gone through the system by now sense he has had it running and driving on roads for a few weeks on and off or would the water still sit at the bottom of the tank and get mixed around when he adds gas?

Could be all kinds of crap in that gas tank besides just water.
Might be worth it to drop the tank and check it out just to eliminate it from the list.
In the Mopar world that straight six is known as a slant six.
