Default N/H: Broken manifold bolt

I just purchased a 95 Ram 2500 with a 5.9L The left rear manifold bolt broken off, by it's self. I no how to get broken bolts out, but my ? is: Is this a common thing and do the bolts get froze in the head? I would think being a steel head and not alum. that this should be a easy fix. My plan is try and drill it out with a left hand drill bit W/ the manifold still on do to the other bolts are rusty and heads are about done. If that don't work then I do have exstacters to try. Would like your input before I get started!
Thank you, Rick

Sounds like you got it down pretty good, thats how I would start. Is there enough room to get a drill in there, I am not familiar with the truck?

Hit it with Aero Kroil or some similar heavy penetrating rust dissolving stuff, hit it lots, for a day or two. Then drill and extract.
PS 95 is a 2nd Generation, not First.
