Default Water leak

I have a 91 D250 with in excess of 450,000 mi. It's getting a little tired, but will last longer than me. I have just developed a leak in a tank, located on the passenger side under the exhaust manifold. It is according to the local Dodge dealer an oil cooler. part #4746216. The truck is so old, that nobody knows what it does, a water line going in and out. It's held in by 2 stainless straps. The part is discontinued. Can anyone tell me what it does? Can it be bypassed? Thanks in advance for any help you can give to this very old newbie.
