Default 1987 D-150 Ignition Problems

'87 D-150, 5.2, Carburetor. Distributor has no vacuum advance and a single pickup. "ECM" mounted on driver's side fender behind the battery, with a 13 wire connector, a 6 wire connector and a vacuum line to intake manifold.

No spark condition: Plugs, plug wires, distributor cap, rotor and coil are new. Two wires to the coil- Blue and Black/White. With wires off the coil and ignition off, Black/White is open, and the Blue goes to ground with 140 Ohms. With ignition on, both wires meter battery voltage.

There is also a 2 wire module on the firewall above the distributor.

Any advice on where to go from here?
