Default 88 3.9l throwing Power Steering Belt

It only throws it on hard turns, replaced the pump/reservoir today (what a pita to change). Now it's throwing on hard right turns, as in steering wheel completely to the right. Is this because of worn bumpers (not sure if that's the right technical word for it) that are allowing the tires to turn farther than they should? On turning, the pulley is locking up and squealing the belt and that's causing it to pop. Did it worse on the old PSP than the new one, so I know that the old PSP was probably going to have to be replaced soon anyway.
