Default Voltage drop at ignition

1987 D150 318 automatic.
Battery voltage 12.6V anywhere available with ignition OFF.
Key ON, still 12.6 across POSTS, but 3.7V between negative post and positive CLAMP.
Positive POST is very hot.
Key OFF headlights ON - no headlights.
Clamps are new multi wire type with Allen screw secured ports.
Replaced several fusible links with Maxi Fuses.
Key OFF 12V to starter solenoid only clicks - does not engage.
What am I missing here, short in starter, bad battery cell?

Sounds like you need to clean the battery posts.

definitely sounds like you got a bad connection if the terminal is getting hot but the starter is not turning.
