You probably have the A.I.R. pump. Since that's a Federal emissions system, you can't take it off. That means you can't take the belt off. You can't unplug the vacuum lines to the pump and plug them with golf tees and tape them in place with electrical tape. A lot of people will leave that little pump in place if they wanted to disable the system. You also don't want to remove the hose going to the exhaust manifold and cover the end with a couple of layers of aluminum foil.

The catch is, if you're ever faced with a vehicle inspection, you may have to put it back on.

I met a guy from St. Louis that took his AIR pump apart and took the innards out. He put a pulley on a shaft and reinstalled the pump, hoses and belt. It does nothing but look good enough to pas inspection.
