3 cables and the hardware/adjuster where all 3 connect.

Without pulling your drums, you won't know what else you might be missing in there.

Have you checked the fuse block for a loose/bad flasher module, or loose fuse?

My '83 w250 has all it's parking brake hardware intact and it barely functions -it has been looked at by two shops - one even recurved my rear shoes to the drum, and gave a the drums a light machine, cables are not bound up, I freed up the cable adjuster nut, regreased and while I get plenty of resistance when setting the e brake pedal, it barely holds the beast. Someone told me they were not that great when new but I find this hard to believe - the point of my response is you may be unimpressed after sorting all the hardware and repairing . . .any thoughts?

Theres some common parking brake problems with the Bendix drum setup (typical of ford and dodge). Some shoes are not made properly, and there's part of the pivot that wears out. Try these threads for reference.
