In my own personal experience, measuring with a Fluke 87 meter the resistance of 'nonresistor' sparkplugs for the Magnum Engines Sparkplug FAQ I often was surprised to see thousands of ohms of resistance.

And no, I don't buy performance wires. I buy decent quality wires though. I also don't buy Monster (tm) wire for my speakers. Again, I buy decent quality, but I shy away from the over-priced name brand stuff like that.
Ever chucked a truck on the dyno, run a set of "performance" wires, then swap some off-the-shelf box set? Get a huge gain?

but ya, I usually but the good stuff, not the overpriced stuff.
I've got 130 watt off road lights and only an Edelbrock exhaust systems (headers) sticker. 
If CAIs add 4-8 hp then it's a definite improvement, and most allow for increased airflow when the rest of the engine/intake/exhaust is modified. Engines are just air pumps and if you want to move more air you need to open the intake, exhaust, and make the pump itself more eficient. >shrug<
