Default relay question

My A/C recently went out and I've determined it to be electrical since the compressor clutch never even attempts to engage. The fuses are fine and the relay checks out OK when I swap it with others. I can short the two relay pins to engage the compressor clutch and it works fine (unfortunately even with the ignition off). If I pull the relay partially out and futz around with it, I can get the clutch to click for less than a second but never stay on. Sounds like a bad connection but they all look clean and I can see copper crimped into them just fine and I get proper voltages at all points. Any suggestions???
