i drive a 99 dakota R/T i noticed recently, after i changed my fan clutch, when i drive over like 5 miles an hour it sounds like i have swamp tires on my truck, a loud winding or rubbing noise is present. now i have stock r/t rims and tires with, last time i checked only 30 psi. im not sure if its even my tires that are making the noise but its very annoying anyone else have this annoying noise??

The clutch is probably not operating properly. Take the belt off and see if the problem goes away (but dont drive far!!!, it will heat up quick, and suck the battery down). If it goes away, get a mopar clutch.
