The only way to unlock the programmer is to pull the program from the org truck.
The programmer will tell you if it is locked when you first plug it into the ODBII port.

I bought a used one on Ebay, but made sure that the seller stated unlocked in the ad so he would have to buy it back if it wasn't per Ebay rules.
As far as power, I used the performance setting (you can use mid-grade even though it says premium gas in the book) and I can feel a little difference in throttle response, didn't seem to hurt the gas mileage and I was able to calibrate instruments for over-sized tires. I also removed my air resonator, clutch fan, have a flowmaster, K&N filter, synthetic in the diffs, gave it a tune-upand use regular oil or blend (full synthetic really doesn't do any extra and costs more). I am happy with the performance. You should be looking for a 3715 if your truck is a 2nd gen.

I bought mine used and was happy with it. just make sure the seller has takin it completely outta his truck. I found you gained more power on the towing setting. and I mainly use mine for setting my tire size and you can use it to view/clear check engine lights. I think I'm gonna be selling mine soon, once I get rid of the truck.
