Default Surging Problem

I have a 99 Dakota 4x4, 318 automatic. For the last year and a half I've had a problem with "surging". It's like the torque converter in coming out of lockup. When it first started I'd only notice it occasionally (I actually thought that I was losing traction on slippery roads during the winter) but now it's happening more frequently. Not always but much more than before. Basically it feels like I'm hitting a bump in the road. If I'm watching the tach it'll jump up a little. It may only do it once, it may do it for a minute straight. It might jump up for a split second or it may stay up for ten seconds. It only does it at speeds over 70km/h and usually in overdrive but it does do it if I drop it manually back into third at those highway speeds as well. I really don't think there's anything wrong with the torque converter as it'd probably be done by now but I'm guessing something electrical butit could be anything. Has anyone ever ran into something like this? I've taken it to garages ( one Dodge dealership and two local garages) but it never does it whenever they testdrive it.
